What we don't want to do is make this league about paying more money -- the whole point is to be able to win more money without making it a "high-stakes" league. We also don't want to let people "buy" there way into a high-tier league, but given the relatively low stakes, I think this is a happy medium.
You will be allowed to enter one team per tier for every tier you are eligible for (if you are in Tier-1, you could have up to three teams in 2011, or if your best team is "Tier-2" then you could have two). So you can increase your odds of winning a prize, but also increase your long-term chances of getting to a higher tier.
Imagine having a team in Tier-2 and a team in Tier-3 -- if you lose in Tier-2 and have to move down, but you win in Tier-3, you can effectively "stay" in Tier-2 for the following year, giving you access to even bigger prizes. If your two teams end up in the same tier the following year, you will either have to surrender one of the teams or opt to remain in a lower tier with one of the teams.
